City of Helsinki's people practices renewal is progressing

The aim of the City of Helsinki’s overall people practices renewal project is to make the everyday operations of supervisors easier. The first phase of the project will involve introducing a new HR management system that facilitates simpler processes.

“We want to make the everyday practices of supervisors and employees even smoother than before. To this end, we are developing people practices in a user-oriented manner and have tendered out a new, easy-to-use system,” says City of Helsinki’s CHRO Petri Lumijärvi. 

The tendering process was won by Workday, while Kainos WorkSmart ApS was selected as its commissioning partner.  Kainos will support the City in rolling out the Workday system. 

The tendering process focused particularly on the useability and capacity of the system. The Workday system was also the most cost-effective overall.

Only certified operators with long experience and expertise in the technology in question can serve as Workday’s commissioning partners.

A successful roll-out is ensured through testing and comprehensive support for the change 

Workday will be rolled out in a controlled manner, one part at a time. HR management processes will be undergoing development at the same time. From early 2027 onwards, the system will be used for functions such as starting and terminating employments, as well as managing holidays and absences. Later on, the system will be extended to cover aspects such as recruitment, on-boarding and competence development processes.

Extensive preparations have been carried out for the work in cooperation between a project team consisting of specialists and all of the City’s divisions, subsidiaries and the office.

“We have charted the current situation and its challenges and examined the everyday practices of supervisors. We have laid a foundation for technical development and outlined more effective processes. The tendering process for the system was very thorough, taking into account Helsinki’s strategic requirements and scale,” comments Lumijärvi. 

The change will concern all City employees and the everyday practices of every supervisor. Support work for the extensive change has already begun across the City organisation. Comprehensive testing is also being carried out to prepare a smooth roll-out. This will ensure that the system works and meets the City’s needs from the moment it goes live.
